Reporting
directly to the Deputy Executive Director the successful candidate will
conduct all economic policy review, investigations and research on the
national utility sectors, ensuring customer tariffs, rates and charges
are within appropriate incentive-based parameters established by the
Commission.

Key Duties and
Responsibilities
|
- Develops and maintains utility
sector costing models and promulgates related Commission policies
and procedures.
- Recommends approval/denial
of sector tariffs on the basis of their conformance with the
approved Commission policies and procedures.
- Issues policy papers and statements
on behalf of the Commission for public review and comment.
- Provides expert advice to
the Commission and staff involving international trends in economic
models and their relation to national utility sector retail/wholesale
pricing.
- Presents research papers to
National, Caricom and
international bodies.
- Publishes economic
and related statistical reports on a scheduled basis.
- Supervises professional staff.

Qualifications
Experience Skills
|
- Possession
of a Master’s Degree in Economics/Economics
Research with current membership in an appropriate and
respected professional/academic
organisation.
- Demonstrated
ability to defend research and economic policies in a public forum
under challenging conditions
- Proven analytical
and problem solving intellectual skills; considerable drive, proactive
and persistent, and an excellent track record in management.
- Minimum of
10 years experience in economic policy and planning,
ideally in utility service modeling and rate setting.
- Professional
publications which demonstrate an understanding of
regional and international developments in the utility sector.
