THE
Regulated Industries Commission (RIC) has given the Trinidad and Tobago
Electricity Commission (T&TEC) and the Water and Sewerage Authority
until Monday and Tuesday coming, respectively to submit detailed reports
on what caused serious service failures by both utilities over the
last 2-3 weeks.
Invoking
its legislated authority as sole regulator of T&TEC and WASA,
the Commission, through its Chairman, Mr. Dennis Pantin, has had letters
despatched to both utilities, requiring information about corrective
measures and preventive action being taken by them.
The
RIC letters referred to the explosion at T&TEC's Rio Claro Substation,
and the contamination of water supply at WASA's Caroni Arena Treatment
Plant, which temporarily deprived more than 100,000 consumers of power
and water.
The RIC is carrying out its own independent investigation of the water
contamination, and has been taking samples from consumers for testing
by a laboratory external to WASA.
The RIC demand for details of these unplanned service disruptions,
with possible consequences for compensation, is in keeping with the
regulatory procedure adopted in its guaranteed standards of service
for the utilities.
Guaranteed and overall standards of service for WASA and T&TEC,
published earlier this year, are in the final stages of implementation.
